No dumb question at all mate, it can mean either. Some games count at a percentage, say you spin A$1 on a pokie weighted at 20%, only 20c comes off the playthrough. While others contribute nothing at all and every spin is dead money. So check the T&Cs table before another spin. turned 50 into 5k once because I checked which games counted fully first 😄 ah well, we grind on.
